(both Italy). The joint venture will merge Bosch and Magneti Marelli's world-wide activities in automotive lighting (i.e. main headlamps, auxiliary front lamps, rear lamps, auxiliary rear lamps and levelling controls, which are part of the main headlamp). The Commission has examined each of these product markets and has concluded that the operation would not create a single or collective dominant position given the strength of the existing competitors on the market. The Commission has examined the markets for main headlamps, auxiliary front lamps and levelling controls and made a distinction between sales made to the original equipment manufacture and original equipment spare parts business (OEM/OES) and to the Independent After Market (IAM) respectively. With regard to the geographic scope of the OEM/OES markets, the Commission considered that these were at least as wide as the European Economic Area (EEA), whereas it examined the IAM markets both at the EEA-wide and national levels. These markets feature important competitors (e.g. Valeo and Hella), with substantial buying power customers (i.e. car and truck manufacturers) and limited transparency. Also, research and development is essential, in particular in light of potential competition on the IAM markets. The Commission therefore concluded that the joint venture will not create a single or collective dominant postion nor impair effective competition in the EEA.
