The European Commission has authorised the creation of a full-function co-operative joint venture, Wind Telecomunicazioni S.p.A. (Wind), between Deutsche Telekom, France Télécom and the Italian electricity group ENEL for the provision of a full range of telecommunications services in Italy. In the light of its investigation of the joint venture under the new Merger Regulation as well as under Article 85 of the EC Treaty, the Commission found that the operation will not create or strengthen a dominant position, nor will it lead to anti-competitive co-operation between the parent companies.
